INTRODUCTION

Here in the Philippines, one of the most concerning problems is traffic. Motorists encounter traffic jams, traffic accidents. Approximately 34 Filipinos lose their lives daily due to vehicular collision, as reported by the Philippine Statistics Authority in 2017. It has also been stated that 63% were accidents involving motorcycle riders, 19% pedestrians, 14% four- wheeled vehicle drivers, 11% four-wheeled passengers, and 2% cyclists (Cabayan, 2018).

Thus, the government is concerned about the continuous traffic that is getting out of hand in metro manila, as days pass by traffic in metro manila causes crisis for the commuters, including students, government officials and individuals. The government proposes a bill that is composed of ‘’no garage, no car’’ policy. This aims to lessen cars to prevent to prevent traffic jams in some part of metro manila. However, this bill is not yet approved by house of committees and by the president.

In addition, traffic somehow has root causes, just like in Cebu. The public utility vehicles are also one of the factors that is being considered in traffic jams in Cebu, the jeepney drivers often stop abruptly in the middle of the road, whereas it is considered illegal. However, there should be drop off points in order for the public utility vehicles to drop off passengers legally. This could somehow reduce the traffic not just in Cebu, but also all around the Philippines (Jacinro, 2017)

BACKGROUND OF THE SOCIAL ISSUE

The movement of vehicles or pedestrians through a route is what you called traffic, while traffic jam is where a long line of vehicles is slowly moving or not moving at all. In the Philippines, Epifanio de los Santos Avenue is not only known because of the People Power Revolution, but traffic is also a factor why this 23.8 kilometer road is famous in the Philippines. Every day, 2.4 billion pesos is lost due to traffic in Metro Manila alone in year 2015 which is expected to expand to 6 billion pesos by year 2030. (Raposas, 2017)

There is no ceasing an exceptionally high populace volume from getting such a large number of vehicles that are wildly contending to possess similar spaces in the meantime. In this nation, vehicle makers are driven just by unquenchable covetousness and heedless benefit and don't have corporate social duty. The administration doesn't control vehicle authorizing and is negligent of the truth that space is constrained. Consequently, vehicle deals are interminably executed with no respect for their effect on traffic. Vehicle deals are not exposed to need, such as offering significance to those associated with development to spare lives and transport sustenance and meds, before some other needs or extravagances like tobacco and alcohol. This issue causes pollution, accidents and is a huge waste of time. These unmanaged communications make life in the city hopeless and cause decay of wellbeing and the personal satisfaction. (Jimenez, 2018)

What's more, things are probably going to deteriorate before they show signs of improvement given that, as indicated by LTO figures, 40 percent or about 3.2 million of the absolute 8 million autos in the entire nation are in Metro Manila. Additionally, this number continues developing with around 1,000 new enlistments for every day, near 600 of which are recently acquired engine vehicles (Tingcungco, 2015)

NO GARAGE NO CAR ADVOCACY CAMPAIGN

This law was sanctioned to decongest the thin lanes of Metro Manila and "other profoundly urbanized urban communities" and keep their external paths and walkways from being moved toward parking garages (Avila, 2019).

In line with the chosen topic, no garage no car is the selected advocacy campaign. This aims to provide sufficient knowledge to vehicle owners, specially privately owned vehicles. The main point here is for you to be a responsible buyer when it comes to customers planning to buy a vehicle, wherein it is illustrated for just a simple context ''Do not buy a car, if you do not have your own parking space. This advocacy focuses on how to eliminate traffic congestion in Philippines. Nowadays, the middle class and the upper class of our society are capable to buy vehicle, with the help of a bank loan, they can easily make transaction. The number of registered vehicles in the Philippines are increasing already, as per Land transportation Office (LTO) it already reached 100 million estimated (Philippines No of Motor Vehicles: Registered, 2017).

With the help also of social media tools such as Facebook, Twitter, Instagram, and different social media apps, it can be possible to make people aware on what are the root causes of traffic congestion, such as rapidly increasing of vehicles on the road each day. This advocacy campaign, not only aims to provide a lesson to drivers and vehicle owners but also to everyone to be aware and be responsible when it comes to buying vehicles. Social media has a big impact and when it reached through people online, we could possibly make a change, this will help people grow as an individual and understand the importance of this advocacy, where the priority is to fix the social problem regarding to traffic congestion (Regalado, 2017).
